No. Many Elizabeth postal addresses are outside the town’s municipal limits. The actual parcel determines whether town or county review applies. We establish that jurisdiction as part of developing the proposed project.
The requirements depend on the parcel, proposed use and applicable local rules. Town of Elizabeth and unincorporated Elbert County have separate permit paths. Any claimed exemption needs specific confirmation; a small-building exception should not be assumed to apply to a custom barn or workshop.
